Golf Cart Lights and Street-Legal Equipment in Inverness

Inverness Golf Cart Repair installs and repairs the equipment that makes a golf cart legal and safe on the road: headlights, taillights, brake lights, turn signals, horn, mirrors, reflectors, and windshields, $75 to $400 depending on whether it is a repair or a full kit, with the $50 to $100 service call applied toward the work. What we cannot do is title, register, or insure a cart, and we say so plainly, because plenty of owners have been told otherwise.

What the law requires, by vehicle

Florida’s rules turn on one number from F.S. 320.01: a golf cart is not capable of exceeding 20 mph, and a low-speed vehicle tops out above 20 but not above 25 mph. Each has its own equipment list.

Golf cart after sunset, F.S. 316.212(5): allowed only where the responsible governmental entity has determined night operation is permitted, and only if the cart has headlights, brake lights, turn signals, and a windshield. Both conditions have to hold. Lights alone do not buy night driving.

Low-speed vehicle, F.S. 316.2122(1)(b): headlamps, stop lamps, turn signal lamps, taillamps, reflex reflectors, parking brakes, rearview mirrors, windshields, seat belts, and a vehicle identification number, plus title, registration, insurance, and a licensed driver.

Under 316.212(8), a county or city may enact rules more restrictive than the statute. Citrus County’s own golf cart ordinance repeats the state equipment list for each of its three designated zones. Our street-legal rules page has the full text with sections cited.

Where the equipment matters around here

The three designated zones. Citrus County’s golf cart ordinance, per the Sheriff’s Office summary of Ordinance 25-A18, designates exactly three areas: the area within the HCA Florida Citrus hospital campus in Inverness, the streets of Crystal River within city limits excluding state highways, and the area west of West Yulee Drive from West Fishbowl Drive in Homosassa. We could not confirm a specific date or vote count behind the Crystal River designation from a source we could read, so we do not print one. Nowhere else in Inverness itself has been designated. On any of these three, the equipment list is not optional.

The communities. Most cart miles in this county are inside private developments, where the association sets the rules. Citrus Hills is fourteen villages, each with its own property owners association, and we could not find a published street-legal rule, Terra Vista included, for any of them. Sugarmill Woods runs three separate property owners associations, each with its own rules. Check your own association’s documents; lighting and mirrors are the items associations most often add on top of the state list.

LSVs. ICON, Evolution, and other carts sold as 25 mph vehicles are LSVs from the factory. On those, the 316.2122 list is required equipment on a registered motor vehicle, and a burned-out brake lamp is a defect on a titled vehicle, not a cosmetic problem.

What we install and repair

Kits on a 36V or 48V cart need a voltage reducer to run 12-volt lamps; that is included in the kit price. Brake lights need a pedal switch; signals need a flasher and a column switch. All of it rides on the truck and installs in one visit. Prices match the pricing page.

The things no repair shop can do

Title or register. A golf cart is not a titled vehicle. An LSV is, and it gets that way at the factory with a VIN and a certificate of origin. We cannot issue either.

Make a fast cart legal. A controller or motor change that pushes a golf cart past 20 mph takes it outside the F.S. 320.01(22) definition without making it an LSV. On a public road that is the worst of both categories. Before any speed work, know what the cart actually does on a GPS and what road it is going on.

Designate a street. Whether a public road is open to carts is the county’s or a city’s decision under 316.212(1). Citrus County has made that call in exactly three places, and lights and a mirror do not add a fourth.

Speak for your association. Community permits, stickers, and insurance requirements are between you and the association.

Why lighting is safety work

Lighting and brakes on a cart that shares a road with cars are the same category of work as they are on a car. A cart with a dead brake light on a Crystal River street, or a cart with no headlights coming back from a Sugarmill Woods clubhouse after dark, is a collision waiting to happen.
